NEW CANAAN — May 5, 2026 — The Board of Selectmen voted unanimously Tuesday to award a $2,771,497.25 contract to FGB Construction to pave 15 roads across town, part of a meeting that also included a preview of a $500,000 special school appropriation request, two staff hires and four board appointments.
The board took more than a dozen unanimous votes during the roughly two-hour meeting, approving contracts ranging from a two-wheel-drive dump truck to a Waveny Park stone patio, while the town's schools superintendent laid out why a kindergarten enrollment jump at West School will likely require additional teachers and portable classroom moves for next year.

New Canaan Public Schools Superintendent Brian told the board that kindergarten enrollment at West Elementary School is running about 30 percent higher than typical, driven by a birth-rate increase that began in 2021. To accommodate the growth, the district plans to move two pre-kindergarten sections from West to South Elementary School, which has excess capacity, and is preparing to add one or two kindergarten teachers at West. The superintendent said the resulting special appropriation request, expected to go before the Board of Finance and Town Council, would total about $500,000, covering teacher salaries, classroom supplies and refurbishment of a playground at South for the relocated pre-K classes.
"The ask at this point would be for a $500,000 appropriation, which is down from where we had anticipated being because of where we are today," Brian said.
The board also approved the largest contract of the day, awarding FGB Construction $2,519,497.25, plus a $252,000 contingency, for the 2026 paving of 15 local roads. The town's Director of Public Works, addressed throughout the meeting as Tiger, told the board FGB agreed to hold its 2025 unit prices flat for a second straight year, a zero percent increase. He noted the day marked a milestone: crews were finishing Pine Street, the last road on a repaving list the department set out to complete roughly 20 years ago.
"It's the life of a new Canaan road, I should say," Tiger said of the ongoing wear on newly paved surfaces.
The board separately approved a $505,424.52 contract extension with Indis Seal Coating for micro-thin overlay and crack sealing on seven roads and crack sealing on 23 others, and a $293,949 purchase of a 2025 Western Star dump truck from Equipment Specialists and a $134,940 purchase of a Takeuchi skid steer from Chadwick Baras. Other approvals included a $42,759.89 tagalong trailer from Westchester Tractor, a $37,540 stone patio and donor brick walkway contract with Peter Lanny Inc. at Waveny Park, a $6,500 bottle-filler installation at Waveny Playground with Hussy Bros Excavating, roughly $32,900 in underground fuel tank removals with Republic Services, an $18,210.86 network firewall renewal with Bandis Inc., a $1,500 increase to a police department purchase order with CDW, and a memorandum of understanding with the New Canaan Exchange Club allowing continued use of its electronic payment system for July 4th pass and merchandise sales, which generated about $43,000 last year.
The board also approved two staff hires: Jason Lombardo as building maintenance and recreation custodian, replacing retired employee Rich Castellucci, and Joshua Castana as an equipment operator for the Department of Public Works, both starting May 18. Board members made four appointments: Dr. Tim Kenneck to the Health and Human Services Commission for a three-year term ending December 1, 2028; Joseph B. Riker and Erica Rasmussen as alternate members of the Historic District Commission, with terms ending November 15, 2029, and November 15, 2027, respectively; and George Daniels as an alternate member of the Planning and Zoning Commission for a two-year term ending December 1, 2027.
"These are good problems to have, I guess, right?" the presiding First Selectman said of the enrollment growth.
Why It Matters
The kindergarten surge at West Elementary is forcing New Canaan schools to shift pre-kindergarten classrooms to South Elementary and hire additional staff, a cost the district wants covered through a special, non-lapsing appropriation rather than folded into next year's operating budget.
